CeSAMs (Cercles Stratégiques d’Action et de Mobilisation) are dynamic and inspiring working groups that bring together BIOQuébec members to address specific issues. CeSAMs offer a unique opportunity to exchange, collaborate and take effective action.

CeSAMs focus on topical issues that have a significant impact on our industry. Whether it's regulation, innovation, government policies or economic challenges, we address these crucial issues to influence the development of our sector.

Together, we aim to generate new ideas, explore innovative perspectives and enable our industry to shine.

As your voice, BIOQuébec works actively with government bodies and decision-makers to influence public policy, regulations and practices in the field in favor of our industry's progress. The CeSAMs aim to deploy concrete action plans that enable the association to intervene effectively in response to current events.

CeSAM Financing

Short description

Despite the multiplication of measures aimed at generating financing opportunities for companies in the life sciences industry, challenges still remain to be overcome.

This CeSAM focuses on financing issues specific to the sector.

Objectives

  • To provide an overview of financing challenges by company category, stage, and nature of activity;

  • To inventory the available financing programs, measures, and offers, and their allocation criteria;

    To assess the gaps in the financing chain;

  • To envision new solutions and proposals.

Who should participate

Companies and organizations with an interest in corporate finance.

Other relevant information

CeSAM will be called upon to collaborate with other SVTS industry associations with similar concerns.

CeSAM's work will take into account the many reports, analyses and briefs published on the subject over the last few years.


 
 

CeSAM Strengthen industrial capacity

Short description

Following the publication of the Quebec Life Sciences Strategy 2022-2025, the Government Procurement Strategy, and the Quebec Research and Investment in Innovation Strategy 2022-2027, life sciences companies hope that local demand for their products will be more robust. This CeSAM focuses on public policies and business environment issues that make Quebec a more challenging market than it should be for local manufacturers.

Objectives

  • Provide an overview of the manufacturing activities targeted by Measure 7 of the SQSV (within the scope of BQ);

  • Inventory the obstacles and barriers to local demand;

  • Prioritize the issues;

  • Propose solutions.

Who should participate

Companies and organizations with manufacturing operations in Quebec and/or developing products in Quebec.

Oher relevant information

This CeSAM will be called upon to collaborate with other SVTS industry associations with similar concerns, such as Medtech Canada and GPIM.


 
 

CeSAM Integration of Innovation in Quebec

Short description

Address topics and challenges that affect Quebec's ability to leverage health innovations and specifically, but not limited to, innovations that originate from Quebec, that have been developed and/or produced there. The keywords for this CeSAM are "market access", "technology assessment", and "innovation integration practices".

Objectives

  • Raise awareness among public decision-makers about the need to make Quebec an open market for innovation, a more efficient and dynamic accepting environment;

  • Distinguish between reality and perceptions, make useful and reasoned comparisons;

  • Identify measures that should be put forward and those that have been but are not yet producing results;

  • Implement the necessary Actions and Interventions.​

Who should participate

All Delegates with an interest in the challenges of integrating innovation.

Other relevant information

This CeSAM must complement other groups working on similar issues. BQ's focus must remain on companies and their activities in Quebec.

The thesis is that Quebec could do better as an innovation receptor, and in particular for Quebec innovations.


 
 

CeSAM Public Affairs

Short description

This is the main body of the association that deals with public affairs topics and issues.

Objectives

  • Monitor relevant public affairs topics and issues

  • Analyze and prioritize these topics and issues

  • Determine if Actions and Interventions are required

  • Carry out Actions and Interventions

  • Inform members as needed

  • Identify opportunities to conduct sectoral studies and analyses

  • Establish functional links between BQ and other SVTS associations.

Who should participate

All delegates with an interest in public affairs.


 
 

CeSAM CRO and Clinical Research

Short description

Following the publication of the report on CROs in spring 2023, BQ decided to create a CeSAM on the subject to better support the activities of this important segment of its membership.

Objectives

  • Review the content of the report

  • Prioritize the issues raised

  • Take action to support this segment of the industry, and remove obstacles and irritants where necessary.

Who should participate

Companies and organizations offering services related to, or involved in, drug development and clinical research.
